After every insert of bold, italic undrline, or quote the  sroll bar is moved at
top of page making it dificult to scroll everytime on the same place from where
iI was moved on the top of the page.

Steps to Reproduce:
1. Go to this forum http://www.chip.ro/forum/index.php
2. Login with this name: Firefox  
3. And password: pass
4. Click on category Software > Windows then on a topic like this "BIG BIG
PROBLEM" "http://www.chip.ro/forum/viewtopic.php?t=47890"
5. Click on "Raspunde" or this link

6. Type in the space that let you insert text some text that go in the bottom
lines and creates a scroll bar in that box that let you scroll text that you
just typed
7. Now just scroll on the bottom of the line select some text then click on the
bold B or Quote option
8. After you click on that the scroll bar moves on the top lines.
9. The problem is if you use more bold quote and other formats the scroll bar
moves on top lines and you just have to scroll every time on the bottom line to
edit the next text, a very anoyng task.

Actual Results:  
After every insert of bold, italic undrline, or quote the  sroll bar is moved at
top of page making it dificult to scroll everytime on the same place from where
iI was moved on the top of the page.

Expected Results:  
The scroll bars should not move on the top lines when you press a bold B,
Italic, Underline,  Quote etc. command button.
