When you use the popup blocker interface and type in an address, if you hit
enter it closes the form instead of adding the input.

Reproducible: Always
Steps to Reproduce:
1. Options -> Web Features -> Allowed Sites
2. Type in an address
3. Hit Enter

Actual Results:  
Window closes

Expected Results:  
"Add" control has focus and successfully enters in data.
