saw this using today's comm bits on mac, 2000-02-09-09.

1. open Preferences dialog. notice that the panel (which should be displaying
the Appearance stuff) is blank (white).
2. click on any other category: its panel contents appear.
3. click on Appearance category: Appearance panel contents now appear.

Bulk move of all Pref UI component bugs to new Preferences component.  Pref UI 
component will be deleted.
