This bug takes two forms, and I'm not sure if or how they're distinct.
It is possible (in Thunderbird, not in current Seamonkey builds) to open an
attachment from the compose window. However, if the attachment is of type
message/rfc822, the results are... odd.
If the attachment has been included in the message via Forward as Attachment,
the name of the attachment is "subject" (without a .eml extension) -- this is
bug 220646. If the attachment has been included in the message by dragging from
a message folder, the name of the attachment is "Attached Message", again
without a .eml extension -- this is bug 209629. (In both of these cases, the
file icon for the attachment is the generic icon.)
In both of these cases, opening the attachment from the compose window results
in an empty Thunderbird window -- presumably a standalone message window, but
completely devoid of content.
If, on the other hand, the attachment is created by attaching a .eml file, the
attachment appears as "filename.eml" and has a message-envelope icon as
expected. Opening this attachment from the compose window -- at least in my
configuration, where .eml is not listed in the Options|Attachments page --
results in a dialog "Opening filename.eml" which informs that the file is an
HTML document (shown with my system's HTML icon) and offers to open it in my
browser.
Once this message has been sent, or saved as a draft, the sent/saved message
shows both sorts of attachments with the mail-envelope icon, and opens both
sorts into the expected, populated Thunderbird message window.
Reproducible: always
Steps to reproduce:
1) Open new compose window
2) Drag a message from a folder into the attachment panel of the compose window
3) Attach a saved .eml file to the message as well.
4) Double-click / right-click+Open on the first attachment
5 [details]) Double-click / right-click+Open on the second attachment.
Actual results:
After (4), an empty Thunderbird (standalone msg?) window
After (5), a dialog "Opening file.eml" declaring the attachment to an HTML
document.
Expected results:
After both (4) and (5), a populated Thunderbird standalone msg window.
I think the bug I just found is similar so I'm posting here instead of making a
new entry. When I forward messages with attachments they show up in the
attachments pane but if the email I'm forwarding has a .eml attachment it only
shows that when I forward a message with attachments. However when I look at the
sent message it shows the other attachments as having been attached to the
forwarded message. What's the deal with these .eml attachments, they seem to be
from people who use Outlook.

Change 'eml' in summary to '.eml' for ease of search ('extremly' will hit).

This is no longer the case; .EML file attachments are opened into a standalone
message window. I presume this has been fixed as a side-effect of the fix to
bug 241212. However, the unnamed message/rfc822 case still is a problem.

This detail has changed, as 220646 has been fixed -- forwarded messages now get the extension. However, the opened subject.EML attachment displays as blank,
as originally reported.

TB9: no blank windows in any case. The only remaining bug seems to be that the attached .eml file is believed to be an html document.

Does this and bug 708220 still exist?
