I'm pretty sure this was a layout bug.  Was, because I get a horiz scrollbar on the trunk when my window width is smaller than the page content on the trunk now (branch still has no horiz scrollbar), and layout (or the like) bug because the two testcases above differ only in their rtl/right and ltr/left attributes, and the latter has a scrollbar on branch to begin with when my window width is smaller than the page content.

Based on that, I'm going to move this bug to Core and WFM it there (that way if someone wants to dupe this to whatever bug actually fixed it, they can find it).
