steps to reproduce:

when downloading any file, once the download manager has opened, close any open
navigator windows. all the top menus (File, Edit, View, etc.) stop working, ie.
you can click on the menu name and it will highlight, but the pulldown menu will
not appear. it is impossible to do anything, eg. open a new window, until the
download either finishes, or is cancelled.

Reproducible: Always
Steps to Reproduce:
1. start a download.
2. close any navigator windows


Actual Results:  
now all menus don't work until the download is done.

Expected Results:  
menus should continue to work normally as they do on other mozilla platforms.
