Html file uses a client-side map with mouse-over events that should display a
popup.  Firefox will not display popup and will not activate the HREF with a
onclick event.

Reproducible: Always
Steps to Reproduce:
1.Open the page
2.Attempt to display popup layer with mouse-over event.
3.Attempt to open popup window with onclick event.

Actual Results:  
Basically nothing.  Browser does indicate that defined map areas have links
assigned by change in mouse icon during mouse-over event.

Expected Results:  
Popup layer with mouse-over.  Open popup window and new URL with onclick.

Page functions correctly with IE5, IE6, Netscape Communicator 4, Netscape 7.1,
Opera 7 and Maxthon 1.  Will not function with Mozilla 1.7.3 or Netscape 7.2. 
I'm filing this report from my Win98 laptop, but the problem persists when using
Mozilla installed on a Win2K machine.
