Clicking an email address in the header of an email message offers the option to
create a filter from the message. If the email address is the "from:" address,
the filter dialog works as expected and fills in the email address as the title
for the filter, and sets the filter to "Sender is (email address)"

However, if the address clicked is a "To" or "cc" address, the message filter
dialog makes the mistake of filling in "Sender is (email address)" instead of
"To" or "Cc" "is (email address).

Because the dialog box is filled in automatically, it is easy to miss the bad
initial default.  

Reproducible: Always
Steps to Reproduce:
1. Click a "To" address in the header of an email messsage and select "Create
filter from message"

Actual Results:  
Noticed that the filter is incorectly defaulting to "Sender is"

Expected Results:  
The message filter dialog box should default to the same email "direction" as
the original message.
Same result in linux
