When composing a message, the signature block and quote header are displayed in
the Thunderbird default 12-point Times New Roman font rather than the font set
in Tools->Options->Composition->HTML Options.  (By "quote header," I mean the
text that says "John Smith wrote..." before quoted text on a reply-to message
and the "Original message" text and table about a forwarded message.)

Steps to Reproduce:
1. Create a simple signature that doesn't include font tags.
2. Change the font in Tools->Options->Composition->HTML Options to "Helvetica,
Arial" and set the size to small.
3. Compose, reply to, and forward a message.  Observe signature and quote header
in each case.

Actual Results:  
The signature and quote header were displayed in 12-point Times New Roman rather
than 10-point Helvetica.  The new message text I added was displayed in 10-point
Helvetica.

Expected Results:  
The signature and quote header should have been displayed in 10-point Helvetica.

I'm reporting this as Normal severity rather than Minor because the workaround
(font tags in the signature, manually correct quote headers in every email)
doesn't qualify as "easy" in my book.
