On 2 different HP laptops, configured with an external monitor and the standard
laptop display: If a menu should show on the 2nd monitor (based upon the
position of the mouse cursor or the menu itself) the menu instead displays at
the edge of the main monitor.

For example, if the 'File' menu is selected from a window on the 2nd monitor,
the file menu displays on the edge of the main monitor with the menu in the
closest position to where the menu should have been that is possible on the main
monitor.

Reproducible: Always
Steps to Reproduce:
1. Hook up 2 monitors, making certain to set-up windows to extend the desktop
to the second monitor.
2. Open a browser on the second monitor
3. Click the 'File' menu

Actual Results:
the 'File' menu pops up on the main monitor

Expected Results:
the 'File' menu should pop up directly below the menu button on the menu bar
