every time I try to login to my.excite.com, it tells me my cookies aren't enabled, which is certainly not the case.
I am able to reproduce. Here's a username/password that I just created for the purposes of testing this bug: username: excname password: excpass

yeah, this turned out to be a problem with having two category managers registered
