The "Terms of Use" Text at the bottom of the page has no link.  I think it
should point to a page with the terms of use and / or license agreement on it.

I assume that the terms of use for themes is the same as for the browser itself,
however, since there is a spot for a link, it would be nice if the link was added.

Steps to Reproduce:
Just go to the page.  You will see that "Terms of Use" is just text, not a web link.
Actual Results:  
If you click "Terms of use" nothing happens

Expected Results:  
They should have added a link to the text "Terms of Use" to actually send you to
a page that contains the "Terms of Use" information
