When loading or re-loading the Wikipedia main page (not article pages), there is
a gap about the same size as the height of my screen between the main contents
and the footer. It disappears if you _resize the window_ or _click on the top
left corner link back to the page_

Steps to Reproduce:
1. (Re-)load the page
2. Scroll down to see the gap
Actual Results:  
A large gap appears

Expected Results:  
There should only be about 1em distance between the bottom contents and the page
footer.
I can see the bug. It is fixed when I resize the window.
This looks similar to other bugs that are depending on bug 209694, so I'm also
making this bug dependent on that one.
