list/table.html.tmpl should have a constant/parameter in which to specify the
number of rows that can be displayed without re-displaying the header of the table.

Currently this value is hard-coded as 100 in at least two places, creating
redundancy and difficulty for admins that want to customize this value.

Frederic: thanks for finding that bug, that's very interesting reading!

Since it comes in my mind two possible patches (one that disables altogether the
headers for new browsers and one that does what's requested here in comment #0),
I think it makes sense to keep two different bugs for those!

Old browsers such as Netscape 4.x are no longer supported, and bug 103523 will remove additional headers from buglists. So we won't add any parameter or constant for it.
