Details
Rodan is currently running RHEL AS 2.1, which comes with Apache 1.3. It has a custom-compiled Apache 2.0 on it which was put there specifically to use advanced PHP code with update.mozilla.org that didn't work on Apache 1.3. update.mozilla.org is no longer running on Rodan, and in order to have a smooth transition from the old wikis to the new ones on wiki.mozilla.org, we need features that didn't get compiled into the custom build of Apache2. Rather than recompiling Apache2 again, we should just move back to Apache 1.3, since we will then be able to take advantage of the automated security updates from RedHat again.

Actually Apache 2.0 was put on there by scc when he set up the wikis. Nevertheless, since the old wikis are going away in favor of the new ones, we can downgrade back to Apache 1.3.

PHP doesn't recommend Apache 2 anyway: http://us2.php.net/manual/en/faq.installation.php#faq.installation.apache2 Of note is the char grouping "blows up" ;-)

The wikis are now on vegas, which has Apache 2 from RedHat. Rodan got switched back to 1.3 about the same time the wikis moved to vegas (a month or two ago).
