When using text instead of icons, the text of the dropdown menu for mail is
lower then the other button texts.

Reproducible: Always
Steps to Reproduce:
1. Customize the layout
2. Set show to Text
3. Place the Mail button next to any other button

Actual Results:  
The Mail button is a bit lower then the other text buttons.

Expected Results:  
The Mail button is equal in height to the other buttons.

Not sure what you're talking about, or how this relates to disability access.

The button isn't any lower than the others, but since it isn't as tall it may
seem that way. More of it's "weight" is in the bottom half.
