Notice that the following toolbar items are missing in the Mac OSX
implementation of print preview:

Is this bug about apple implementation (File->Print->Print Preview)? In that
case it is invalid.

The Apple implementation is File->Print->Preview, which just prints to PDF.

The Apple implementation of Print Preview is less functional than the Windows
version: Print Preview is not under the File Menu, nor can the Mac print preview
make pages larger or smaller.

First of all, you do have a zoom in/out buttons in Preview.app and pretty much
everything our own non-native impl' has.

Next, the print preview menu item was removed by-design. That's because the way
print preview is expected to work on OS X (see Aqau HIG).

? Hitting the Preview button on the Print menu opens up the page in Acrobat.
Acrobat has zoom in/out buttons, sure, but it doesn't allow me to scale the size
of the text itself. The Windows implementation of Print Preview allows you to
scale. Moreover, Preview on the Mac doesn't have the portrait/landscape buttons
-- while I can toggle that on Page Setup, it's still an extra couple of steps
Windows Print Preview cuts.

No, it opens in Preview.app, maybe you have changed the deafults for opening pdf
files.

What version of OS X are you using? i'm nearly sure that starting from 10.3,
apple has hardcoded the preivew button to open Preview.app.
This was removed to conform to the Apple HIG in bug 228000.  Breaking the HIG is
something that we're not going to do in the absence of an extrememly compelling
reason to do so.
