If a site sends several cookies that exceed a limit (seems like 8192 bytes) of
length after encoded, it makes Apache return 400 Bad Request.

Reproducible: Always
Steps to Reproduce:
1. Create a page script for instance with these PHP lines:

2. Access the page twice.
3. On the second access it makes Apache return 400 Bad Request

This sounds like a bug in Apache... I don't see any length limits imposed on
cookies in the relevant RFC.
I just checked Apache documentation and it seems there is a default header
limit, apparently to avoid buffer overflow attacks, of 8190 bytes per header.

I can't see it is a bug of Apache and you can override that limit at your own risk.

I just wondered of it would be possible to send the cookie values in multiple
Cookie: headers to avoid the problem, but I could not reach any conclusion
reading the HTTP RFCs.
