They say the page requires strong encryption which is not supported by the browser. Reproducible: Always Steps to Reproduce: 1.Go to ssa.gov and goe to file on line for benefits 2. 3. Actual Results: Routed to http://s00dace.ssa.gov/pro/403/forbidden.html Expected Results: Begin benefits filing process. They recommend using IE or Netscape which support the level of encryption

Looks to me like it's a bad browser detection script on the server side. In that case it would be a Tech Evangelism bug.
