The SSA page to file for benefits will not open with Mozilla or Firebird. They
say the page requires strong encryption which is not supported by the browser.

Steps to Reproduce:
1.Go to ssa.gov and goe to file on line for benefits

Actual Results:  
Routed to http://s00dace.ssa.gov/pro/403/forbidden.html

Expected Results:  
Begin benefits filing process. They recommend using IE or Netscape which support
the level of encryption
Looks to me like it's a bad browser detection script on the server side. In that
case it would be a Tech Evangelism bug.
