If one goes to 
http://www.wunderground.com/geo/BigGizmoBannerPromo/US/NY/Flushing.html
you can see the example banner as it should appear on a webpage, along with the
html cut&paste code to accomplish this.

The code has been implements on http://www.tennisministry.com/index2005.htm at
the bottom of the page (next to the flags).  The banners show correctly in IE &
NS and even OffbyOne browsers.

bug seems to be theme unrelated.
This may (or not) be related to a bug about weather.com, which is a different
content provider.

At the moment, the site is refusing to serve that image at all, so it's not
working in IE or FF.

Right clicking where the image should be and selecting "view image" from the
context menu [u]will[/u] display the image.

Like I said, I can't get the server to serve that image at all, regardless of
the way I get to it.

Uh...which server did you go to?  I just tried both links provided above and the
one from weatherunderground displays in both browsers (IE5.5 & FF), but the ones
on the tennisministry site does not in FF, but does in IE5.5.  Something odd
about your setup?  Which version of IE are you using?

OK, apparently, this is NOT a problem with FF.  The problem seems to lie in the
fact that the gismo banners were set to appear in a table cell which was not
wide enough to accomodate them.  Widening the cells did the trick.

However, there's a related problem which will be filed as a separate bug, namely
that Tools/Options/Web Features/Load Images [>>>for the originating website
only<<<] must be UNTICKED each and every time before a new page is loaded to be
sure that everything gets loaded!  hmmpph!
