The Junk mail tabs should be reversed to have overall adaptive filter control
tab first then the settings.  I know this is a bit low priority, but I thought
the actual turn on and off should come before the settings.

This shouldn't be too hard to do.  Is there anyway the two tabs can be reversed
for the next release??  It would just look better in logical order. Turn a
function on then setup.

I advocate an approach in bug 257990 that makes this bug moot.

This is a not an issue now that the junk mail settings redesign in bug 257990 landed.
