From Bug Helper: User-Agent: Mozilla/5.0 [en] (Linux; I) BuildID: 2000020708 In certain cases, specially when page download takes too long, the vertical and horizontal scrollbars become trashed. First they don't work. Second, in the place of the scrollbar bitmaps, there is a messy combination of elements of the web page being loaded (webpage fragments) This situation seems to happen exclusively when Mozilla is not on fullscreen. Probably this is because CNN homepages (where this happens quite frequently) only cover 2/3 of the width of the screen. It seems that in some cases the scrolling keeps being active. However one should minimize and restore the window to see it. Reproducible: Sometimes Steps to Reproduce: 1.Open Mozilla in a small window and go to CNN.com 2.Try a few loads of the homepage 3.In the situation when scrollbars become trashed try to click on them. Minimize and restore the window. Actual Results: Scrollbars inactive and trashed with fragments of the webpage being loaded. In some cases window minimize-restore shows that scrolling still works "behind the scenes"

I can't reproduce this using today's comm opt build, resolving as wfm. If you still see it, please reopen with sufficient information for me to reproduce. In particular, we need a finite set of steps that will demonstrate the problem.
