When the highlighting tab is not the first tab, setting the home page will use
the url from the first tab.  This may be the feature but I think most people
will think like me.



Reproducible: Always
Steps to Reproduce:
1. Open mutiple pages using tab.
2. Select any tab not the first one.
3. Set the home page

Actual Results:  
The url of the first tab was used as the home page instead of the url of the
current tab.

Expected Results:  
Set the home page to the url of the current tab.
