Details
Build ID:2000020708 Fill the description field in bugzilla with more text lines than can fit. Using the cursor up and down scrolls through the text until there are no more lines then it moves through the lines of text. Normally using the up and down arrow keys would move through the text. When the cursor is at either the top or bottom it would then start scrolling through the text that is off the screen. Currently it works in the opposite way.

It works for me on the M13 and 2000020919 build on Windows NT and (IIRC) Linux. Perhaps it was just a problem with that days build if they were modifying the code for the text box. Try a few different builds (in particular M13 and the latset nightly) and see if you can reproduce the problem.

M13 certainly works correctly. Perhaps it was a one day glitch
