Firefox briefly shows page mostly in English with a few Taiwanese words, and then reverts to Taiwanese page saying English page cannot be viewed

Internet Explorer can handle pages mostly in English and partially in another
language/character set.  Apparently, Firefox cannot, at least for the web pages
I show above.  This should be fixed since there are many users who browse pages
with other character sets, even if the other character set is displayed as
gibberish, as long as the English parts are readable.

A prompt fix will be appreciated.  Tx and brgds.

Steps to Reproduce:
1.  browse to either of the above links and they should briefly come on in
English (mostly) and then immediately revert to a Taiwanese error page.  This
does NOT happen in Internet Explorer, where the links above can be viewed normally.
