When a new user starts Firefox for the first time, global extensions installed
using the -install-global-extension command line switch are disabled by Firefox.

After the import wizard has been displayed the follwoing message appears:
"Any old extensions you have installed have been disabled."

Reproducible: Always
Steps to Reproduce:
1. Download an extensions and save on the local file system.
2. Install global extensions from the command line, e.g. Tabbed browsing
preferences, using the -install-global-extension command line option, suppliying
the fully qualified path to the xpi downloaded in step 1.
3. Add a new user to the system and log on as the new user.
4. Start Firefox.

Actual Results:  
All global extensions previously installed, which worked on profiles created
before their installation are disabled.

Expected Results:  
Allowed the global extensions.
