Sometimes, when I have several identically formated tabs (like different threads
in a forum) and I close the one I'm reading with CTRL+F4, then try scrolling
down, the keyboard seems not to respond, same thing with the mouse wheel, so I
click on the page and it works fine after that. But then I swap to another tab I
haven't checked before (tab opened in background) I find that it has scrolled
down instead, by about the same amount I tried with the previously active tab.

Reproducible: Sometimes
Steps to Reproduce:
1.Open several tabs in background
2.Close current tab with CTRL+F4
3.Try to scroll down, doesn't work until I click on the page

Actual Results:  
Changed to another tab, only to find that it had scrolled down instead.

Expected Results:  
Scroll only the current tab.
