If you go to http://www.utoronto.ca/webdocs/HTMLdocs/NewHTML/wbr.html you will
see  that the <wbr> tag inside a <nobr> tag does not generate a line feed.

Reproducible: Always
Steps to Reproduce:
1. Go to the page
2. Look at the source
3. See that it is no line feeding.

Actual Results:  
No line break is given when there should be one.

Expected Results:  
A line feed should of happened.
