is this bug valid (e.g. do we actually use http://www.google.ca/firefox/ (w/
slash) in any Firefox release)?
The problem is that start.mozilla.org/firefox/ , which is used in both
bookmarks.html and region.properties, redirects to google.com/firefox/ since
start.mozilla.org is just a CNAME for google.com.

See:
http://lxr.mozilla.org/mozilla/source/browser/locales/en-US/chrome/browser-region/region.properties#10
http://lxr.mozilla.org/mozilla/source/browser/locales/en-US/profile/bookmarks.html#33

This is going to be fixed in bug 266774.
