If you have a lot of email addresses in the composition window set as CC:, there is no way to mass-change them into TO: I ran into this problem when I clicked "Reply To All" on an email sent to about 25 people, and they were all marked for CC, but the one who originally sent the email. I wanted to make them all TO: and had to go through individually to change them in the listbox. Clients that have a comma-separated list don't have this issue.

I agree. It must be fixed
I think this bug will be much easier to do after bug 440377 will convert recipients input into one row each for multiple recipients of same type, as seen in other mailers.
