Details

Because "Global Inbox(Local Folders)" was defaulted for POP3 account definition
ignoring many limitations on "Locla Folders"(bug though), many complaints due to
limitations/bugs on "Local Folders" arose.
And users are usually not familiar with special "Local Folders" concept even if
 they want "single mail box" feature.

For first POP3 account definition, usual(non Global Inbox) account should be
defaulted.
For second or more accounts, if defaulted to "Global Inbox use", Global
Inbox(deffering) to "default mail account" should be defaulted, which is usually
the first POP3 account.
sorry, wontfix. We'll improve the local folders handling, instead of retreating...

Do you still eager to continue explaining about current design and recovery
procedure to every troubled people? :-)

I think you're confusing design with bugs :-) there are bugs; I think it's most
important to just fix them.

Yes I am, of course!
(Theorem-1) Usual users never distinguish design with bug.
(Theorem-2) Usual users usualy belive that any software action different form
            his prejudice is critical bug of the software.
Therefore, there can not be difference between design and bug on the earth :-)
