Reproducible: Always Steps to Reproduce:
Users shouldn't need to delete "chrome" dir (it will only help if the chrome registry is damaged, which shouldn't happen).

But it does happen often.
chrome.rdf/overlayinfo are no longer used - see bug 278534. So unless something modifies files in extensions/ you won't gain anything by deleting extensions/ folder and reinstalling. I still don't think it's a good addition to Firefox core, but there's a modified version of InfoLister which allows you to gather links to XPIs for currently installed extensions.
