When new mail icon appears, clicking on it does nothing.

It should open the MailNews window or bring it to the foreground and download
mail.  It does not seem to do either.  I am assuming that this is a bug and not
a feature request.

Reproducible: Always
Steps to Reproduce:
1. New mail icon appears
2. Click on icon


Actual Results:  
Nothing happens.

Expected Results:  
MailNews window should open or come up in foreground and new mail downloaded.
try double clicking.
