When all windows are closed, the Help Contents menu item disappears from the
Help menu, leaving behind the rest of the menu.

Steps to Reproduce:
1. Close all windows.
2. Click on the Help menu.

Actual Results:  
There is no Help Contents menu item.

Expected Results:  
The Help menu should remain the same or if the Help Contents isn't suppose to be
there, then the first separator should be removed.
