Details

After the aviary merge, the character encoding menu is broken. In View ->
Character Encoding the Auto-Detect strings are not being loaded and the
encodings in the "More Encodings" menu are not being added to the correct sub-menus.
OS: Windows 98 → All
This now WFM:

Possibly fixed by bsmedberg's locale fix.
