Using CSS to simulate frames works almost perfectly in Firefox. The page is W3C
and CSS compliants, well indexable and accessible. However, the mouse wheel
doesn't allow scrolling in this virtual frame.

Reproducible: Always
Steps to Reproduce:
1. go at http://www.alsacreations.com/articles/frames/frames2.php
2. try to scroll the pseudo-frame using the mouse wheel

Actual Results:  
The pseudo-frame didn't scroll

Expected Results:  
The pseudo-frame should scroll
