272689 - No way to set different button sizes for each toolbar (but default does have different sizes)

On a completely clean Firefox profile, the icons size will be 'large' by
default.  However, if you customise the toolbars, and drag an icon onto the
bookmarks toolbar, any and all icons you drag to it will be small icons.
However, checking the 'use small icons' box will make them all small, and
unchecking it will make them all large. After checking that box there is no way
(that I could find) to regain the initial appearence of having large icons on
the navigation toolbar, and small icons on the bookmarks toolbar. 

This makes me sad, because I really really want to get it back that way, but the
only way to do so is to start a new profile. The large icons on the navi toolbar
are pretty, but having them on the bookmarks toolbar makes it too big.

Reproducible: Always
Steps to Reproduce:
1. Start Firefox with a brand new, clean, never-before-used profile.
2. Right-click the navigation toolbar. Select 'customise'.
3. Drag an icon to the bookmarks toolbar (which will be open by default). Notice
that although the icons on the navigation toolbar remain large, the one you just
dragged to the bookmarks toolbar will be small.
4. Check 'use small icons'. All icons on both toolbars will switch to being small.
5. Uncheck 'use small icons'. All icons on both toolbars will switch to being large.

Repeat steps 4-5 as often as you like, with the same results.
Actual Results:  
There is no way to regain the initial (desired) behaviour after changing the
setting, other than a profile wipe.

Expected Results:  
There should be an option to have large icons on one toolbar, and small icons on
another (as is, apparently, default behaviour).
