The scroll bar randomly does not scroll to the bottom of the page, it hangs, then sometimes goes further down

It cuts off the bottom, and can get particularly annoying. Sometimes you can scroll back up, then down, and then it works, sometimes. It occurred multiple times while scrolling down this page, and doesn't always show me the rest of the forms. Any specific sites that cause this problem?
I concur. Whenever I have more than one tab open, and text extends all the way to the bottom of the page, I am unable to scroll down to the bottom page to see the remaining text. This is particularly apparent when the page has a top frame, which is unscrollable, and the bottom frame, which has a scrollbar. the bottom frame cannot scroll to the bottom of the page if there is another tab open.
