Open a new email for composing.  
The Address book has "Add to To" and "Add to Cc" but no "Add to BCC" button.

Reproducible: Always
Steps to Reproduce:
1. Open a new email for composing
2.  Click on an existing email address
3.  Notice there is no "Add to BCC" button.

Actual Results:  
Had to manually change the TO to BCC by clicking in the address portion of the
email.

Expected Results:  
Should not be necessary to manually switch the nature of the addressee if the
buttons at the bottom of the address book included a "Add to BCC" button.
