An element with overflow does not respond to the mouse wheel.
Ideally it should function the same as the iframe element used in
the bug submittal page.

Steps to Reproduce:
1. Move mouse over element that has overflow and scroll bars
2. Use scroll wheel
3.

Actual Results:  
The element does not scroll.  Only the overall page will scroll.

Expected Results:  
The individual element should have scrolled.
