Here is the value of general.useragent.locale at navigator.properties
of Hungarian.

general.useragent.locale=hu

It seems to be invalid and correct value is "hu-HU".

This problem is found in Mozilla 1.7.3 language pack.
Here is a problem which I found on Solaris.

- Start mozilla in Hungarian locale
- Open preference dialog and look at the Language/Content menu.
- Hungarian(hu-HU) is not chosen at Language pack list.
Therefore, Hungarian translation is not loaded correctly at some UI menus.
