Select correct "where" when creating filter rules

Automatically select correct item from the dropdown for "where" when I select
Create Filter from Message when clicking on "to-field:" in the message-pane.

So, when I click on the to-field in a message, select "Create Filter from
Message" I want the Filter Rules-dialog to select "To" from the first
dropdown-list with the selected mail-addresse in the criteria-field.

I also want the filter-name to be the same as the selected mail-addresse.

Another option would be to automatically create a folder with the same name as
the filter-name if it doesn't exist and have the new folder as the target.
