For some reason it doesnt do it on this page, so maybe this problem isnt widespread.

While dragging the mouse on the page during a text selection, the page usually
scrolls if the mouse gets to the edge of the screen. On that page this does not
work when trying to move up.

Reproducible: Always
Steps to Reproduce:
1. Scroll completely down.
2. Start selecting the text of the story
3. Move the mouse to the top in an attempt to get to the start of the story

Actual Results:  
Page does not scroll up

Expected Results:  
Page should scroll up because that is where my mouse cursor is.
The text is inside a table which has align="left". So basically the text is in a
left floating table. That makes this bug a duplicate of bug 252332.
