When a file is downloaded and saved to a shared folder, it cannot be accessed by
other computers via Windows file sharing. While other files in the same folder
can be accessed, the newly downloaded file cannot (Access denied). When
comparing the permissions between the downloaded file and other files, I found
this difference: The checkbox labelled "Inherit from parent the permission
entries to child objects. Include these with entries explicitly defined here."
is not checked on the downloaded file. When I check it, the file is accessible.
Another workaround is to cut-paste the file somewhere else and cut-paste it back
in its original location.

Steps to Reproduce:
1.Download a file to a local shared folder
2.From another computer, try to access the file via the shared folder

Actual Results:  
Access denied error message

Expected Results:  
Grant access according to containing folder. ie: inherit permissions
