The "Compose Mail" window displays both scrollbars, though only one is needed.
The longest address in the list is the one with the longest black bar.
See attached image.
Reproducible: Always
Steps to Reproduce:
1. Enter lots (at least 5) of recipients.
2. Go back up to the first address.
3. The left<->right scrollbar will appear.
Expected Results:
Only display the left<->right scrollbar when really needed.
