When hitting the Reply button on a message that a body encoded in UTF-8, and a
subject encoded in ISO-8859-1, a part of the subject gets mangled.
When pressing Forward, it writes the subject correctly. Sample headers below.

Steps to Reproduce:
1. Hit Reply
Actual Results:  
The entire word containing an accent was replaced by a unknown character
question mark.

Sounds like the same basic problem as bug 229399; see in particular 
bug 229399 comment 16.
