What kind of mouse Do you use and with which mouse driver version ?
I'm having the same problem. I'm on XP Pro SP2, the hardware is an HP Pavilion

V5.8 on PS/2(like port).

The mouse wheel works everywhere but inside Firefox and Thunderbird.
