If I close all firefox windows except the download window(it does not matter
whether or not I am downloading something), firefox will not let me spawn
another browser window.  Instead, the menu will highlight but nothing will
happen.  Keyboard commands as well as clicking the menu item result in the same
effect. 
If I close the download window, and then attempt to spawn a new browser window,
that succeeds.

Reproducible: Always
Steps to Reproduce:
1.open firefox and download a file, I did it with large(20MB+ files)
2.close all browser windows and minimize the download window
3.use command-N or the gui to attempt to spawn a new browser window.  

Actual Results:  
A new browser window does not open as expected.  Instead, the base menu
option(file) stays highlighted.

Expected Results:  
Firefox should have spawned a new browser window.

Have not tested with default theme
