Details
The Toolkit product lacks target milestones. I think the target milestones for the toolkit product should mirror the gecko "core" milestones, which currently mirror the seamonkey milestones.

AFAIK, there are no plans to try to build a version of toolkit that only uses frozen interfaces and hence can be decoupled from gecko. the plan instead is to release xulrunner + libxul as the vehicle by which gecko is distributed. then applications such as firefox and thunderbird would be built on top of that. hence, the gecko version (the seamonkey version) will become the version for the base platform on which xul apps are built. make sense?
*shrug*. afaik the recent versions of toolkit apps tend to be closely tied to various random hacks of firefox and not gecko versions. call me a pessimist, but i don't see that changing.

I agree with darin here. Toolkit milestones should sync with Gecko milestones. If we introduce a third set of of numbers it'll just add confusion.
