In any page with checkboxes, links, combo boxes, or text boxes; using the tab key you can "select" any 
of these elements, EXCEPT buttons (Submit, for example).  This behavior works in Firefox on Windows 
XP and on Linux.  The Macintosh's full keyboard access IS enabled.

Reproducible: Always
Steps to Reproduce:
1.  Open a page with a form and a submit button
2.  Tab through the page to get to the submit button
Actual Results:  
The submit button (or any kind of button for that matter) is bypassed.

Expected Results:  
The tab key should highlight the button elements as it does with any other form object.
I'm dupping this one to bug 187508. see a workaround on bug 239175 comment 1.
